The 2030 Mandate
Compliance is no longer optional.
Under the Foreign Employee Dormitories Act (FEDA), every facility housing seven or more workers must hold an operating licence. The Dormitory Transition Scheme (DTS) requires roughly 1,000 Factory-Converted and Purpose-Built Dormitories to retrofit improved security and public-health standards by 31 December 2030.
