Regardless of religion, these are the administrative and legal steps every family in Singapore must navigate after a death. Each step below includes the relevant government agency and a direct link to their official resource.

Step-by-Step: Immediate & Short-Term Actions

Within hours

Report the Death & Obtain the Death Certificate

If death occurs at home, call the police immediately at 999. Police will coordinate with a doctor to certify the death. A certified doctor must sign the Death Certificate before any funeral arrangements can proceed.

For sudden, unnatural, or unexplained deaths, the Coroner's Court will be involved — this may delay arrangements by 24–48 hours. The Coroner's process is handled by the State Courts.

Within 24 hours

Register the Death with ICA

All deaths in Singapore must be registered with the Immigration & Checkpoints Authority (ICA) within 24 hours of the Death Certificate being issued. Registration can be done at ICA Building or at selected hospitals. You will need the deceased's NRIC and the signed Death Certificate.

ICA will issue the Certificate of Registration of Death (CORD), which is required for all subsequent administrative steps.

Day 1–2

Apply for Void Deck or Venue Permit

For HDB void deck wakes, the family or funeral director must apply to the relevant Town Council for a Funeral Wake Permit. Most Town Councils process this within hours. Permits govern the use of tents, noise levels (generally up to 10pm or midnight), and duration (usually up to 5 days).

Day 1–2

Engage a Funeral Director

You are free to engage any licensed funeral director. You are not obligated to use a specific director, and you may source your own casket separately. Always request an itemised written quote before agreeing to any package.

Within 1 week

Arrange Burial or Cremation

In Singapore, cremation is the more common option due to land constraints. All burials and cremations are regulated by the National Environment Agency (NEA). The NEA manages Choa Chu Kang Cemetery (for burial) and several crematoria island-wide.

Within 1 month

Claim CPF Savings

If the deceased made a CPF nomination, the nominated beneficiaries can file a claim directly with the CPF Board. CPF savings do not form part of the estate and are distributed separately from the will. If no nomination was made, CPF savings are transferred to the Public Trustee for distribution.

Within 1–3 months

Administer the Estate (Will or Intestacy)

If the deceased left a valid will, the executor named in the will applies to the State Courts for a Grant of Probate. If there is no will, a next-of-kin applies for Letters of Administration. The estate is then distributed under the Intestate Succession Act (non-Muslims) or Faraid (Muslims via MUIS).

For smaller estates (below S$50,000 with no immovable property), the Public Trustee may be able to administer without going to court.

Notify Relevant Agencies & Cancel Services

After the funeral, notify and close accounts with various agencies. Many can be done via Singpass / MyInfo through a single digital notification service.

Scattering of ashes at sea is permitted in Singapore in designated areas. The family charters a boat; NEA regulates the process. No permit is required but guidelines must be followed.
