Singapore's licensed site supervision firm — built before the 2028 deadline.

On 3 September 2025, BCA announced that all building projects above S$75M must engage a BCA-licensed Site Supervision Firm from 2028. The body-shop era ends. Elitez Site Supervisor is being incorporated to file for SAC accreditation in 2026 and BCA licence by Q1–Q2 2028 — under the platform of Elitez Group, with Adept Academy as the WSQ-funded training engine.

The greenfield equivalent build cost for a Tier-3 challenger is S$1.2M+ over 18 months. For Elitez, the marginal cost is roughly half — and most of it is consulting time, not capability build. Each asset maps directly to a BCA firm-licensing requirement.

Already runs WSQ Retail and HR frameworks at 50–90% government subsidy. Extending to Built Environment is curriculum work, not capability build. Greenfield equivalent: SSG application 12–18 months + S$150K curriculum + ATO audit.

In 2025, Elitez Aviation became the exclusive supplier of certified aerospace technicians under the Aerospace Labour Supply Scheme (ALSS).
